Which pass does this situation need?

Four questions: where the work happens, who pays, how long for, and the salary. Sarawak and Peninsular Malaysia band Employment Passes at completely different salaries, so the same person can be a top-category hire in one and ineligible in the other.

The short answer

The right pass is decided by where the work happens, who pays the salary, and how long the assignment lasts. Salary then decides the category within an Employment Pass, and the two jurisdictions band it differently. Sarawak issues EP1 from RM5,000 and EP2 from RM3,000, with no third category. Peninsular Malaysia issues EP1 from RM20,000, EP2 from RM10,000 and EP3 from RM5,000.
