1. What is an Approved Permit (AP) or Labour Quota?
An Approved Permit (AP) or Labour Quota is a permission granted by the Sarawak Labour Department for your company to hire foreign workers. The Sarawak government will let you know how many headcount you can hire based on their assessment of your business needs and our local labour policies.
2. What sector is allowed to hire foreign workers?
Sarawak allows the hiring of two categories of foreign workers under the Foreign Worker Unit, namely general workers and skilled workers.

3. How will the Labour Department decide how many will be approved under the AP application?
There will be a few factors taken into consideration, but the list is non-exhaustive. The factors include:

There are no specific guidelines provided. The discretion remains with the Sarawak Labour Department and the State Secretary Office based on our State’s labour policy and needs.
4. What is the process to apply for an AP or Labour Quota?
All applications for AP are now managed on the Sarawakian and Non-Sarawakian Online Labour System (SANSOLS) platform. Companies must register an account with SANSOLS. It is mandatory to advertise your vacancies to local Sarawakians first before starting the application on SANSOLS. There will be a scheduled inspection by the Labour Department at your work site and mandatory decent accommodation must be provided. A decision will be provided to you on the SANSOLS platform. You will be required to make payment after approval is provided.
5. How long will the process take?
The application can be broadly split into 4 stages.

6. How much will it cost?

Prices shown are charges payable to the government only. It does not include medical costs, service fee to agents, worker allowance, travel cost, insurance fees, and other related visa costs that will usually be borne by the employers.
7. Do companies need to provide accommodation to foreign workers?
Yes, it is compulsory to provide accommodation to foreign workers. Based on recent amendments to Section 122 of the Sarawak Labour Ordinance, employers must provide safe living quarters, access to water and electricity for employees. Sarawak does not apply Akta 446, which is a legislation applicable only in West Malaysia. The Labour Department will also inspect your worker accommodation prior to the approval of AP.
8. Do I have to advertise the position before hiring foreigners?
Yes, any vacancies to be filled by foreign workers must first be advertised to Malaysians. In Sarawak, advertisements must be made on a newspaper and radio. In addition, attending a job fair with PERKESO is compulsory. A digital advertisement must also be uploaded on JobSarawak.
9. What happens if my worker fails their medical examination?
If your worker fails their medical examination in the source country, you will need to reselect a new worker for processing of the calling visa.
If your worker fails their medical examination on arrival in Malaysia, you will be allowed to replace that worker with another worker on the levy paid. However, the unfit worker must be repatriated to their country of origin.
10. What happens if my worker absconds?
If your worker absconds in Malaysia, you must immediately make a police report and file a check out memo with the Immigration Department. There will be a compound to be paid, the amount of which will vary based on the nationality of your worker.
