What is HAVEN?
HAVEN, the Household and Assistance Vetting and Employment Network, is the Sarawak platform for hiring a foreign domestic helper. State approval, the household labour quota and the calling visa all run through it. It is the household module of the Foreign Worker Transformation Approach, alongside EXPRT for expatriates and SANSOLS for foreign workers.

Key facts
- HAVEN went live on 16 July 2026, after a pilot that began around July 2025.
- It is free for employers at present. Sarawak has not set a HAVEN fee.
- The corporate side of the same programme charges RM1,854 per worker, RM2,002.30 with SST, so a household fee later would not be a surprise.
- Six stages run through one system: Approval Letter, Labour Licence, eVDR, SAFHIS medical screening, PLKS and the Non-Sarawakian Identity Card.
- The helper must be aged 21 to 45, from Cambodia, India, Indonesia, Laos, Nepal, the Philippines, Sri Lanka, Thailand or Vietnam.
- One helper per application, and a passport with at least a year left on it.
- Sarawak assesses household eligibility itself. A Peninsular Malaysia approval does not carry over.
- SOCSO is separate and stays federal, through PERKESO.
