What is ALIANCE?
ALIANCE is the Sarawak platform on which expatriate Employment Pass applications and renewals are filed. New applications have started here since the pilot phase began on 1 November 2025.

Who does it apply to?
Employers hiring or renewing expatriates in Sarawak on a permanent basis.
Key facts
- Companies must pre-register on ALIANCE before either a new application or a renewal can be filed.
- An administrative charge of RM1,854 per application (RM2,002.30 with SST) applies to new Employment Pass applications from 1 January 2026.
- It is not published whether that charge is refunded when an application is refused.
- Digitisation cut approval times from five to eight months to under one month where no advertising is required, and around two months where it is.
- The Professional Visit Pass, Spouse Programme, Dependent Pass and expatriates’ domestic helper passes are not on ALIANCE and remain manual.
