General Information about Student Passes and Guardian Visas Malaysia (2025)

Foreign students intending to pursue education in Malaysia must obtain a Student Pass from the Immigration Department of Malaysia. The process varies depending on the type of institution and residency status of the applicant and requires careful planning to ensure compliance.


Eligibility Criteria for the Student Pass

  • Non-citizen children of Malaysians must apply for a Student Pass to enroll in private or public institutions.

  • Applications must be facilitated by the respective institution or a school-appointed agent—independent applications are typically not permitted by the respective education institutions.

  • Either parent must be a Malaysian citizen or hold a valid long-term visa to reside in Malaysia.


Eligibility Criteria for the Guardian Visa


  • Guardian Pass applicants must provide proof of a minimum monthly income of RM25,000 from outside Malaysia, supported by bank statements and payslips. If the family has more than one child studying in Malaysia, the income requirements may be higher.

  • Only one guardian is permitted, and typically the mother is preferred.


Documentation Requirements


  • Support letter ( Ministry of Education / Department of Skill Development)

  • Offer letter from schools / higher education institutions/ language centre / training centre;

  • Two (2) sets of Form Imm.14;

  • Two (2) sets of passport copies / travel documents;

  • Two (2) sets of colored photos (3.5 cm x 3.5 cm);

  • Personal Bond form (stamped); and

  • For students who wish to transfer university/college, they need a release letter from their previous university/college, attendance report, academic performance report, and support letter from the Ministry of Education.

  • Passport with at least 24 months' validity

  • Medical Insurance coverage is required prior to submission

  • All foreign language documents should be translated into English or Malay


Processing Timeline


  • Student Pass: Processed within 7 working days (subject to eligibility and documentation).

  • Guardian Pass: Minimum 2 months (varies based on applicant’s country of origin).

  • The Student Pass and the Guardian Pass must be submitted concurrently.

  • Both applicants must receive their approval prior to entry to Malaysia.


Application Procedure


  1. Pre-Application: Ensure passports have a minimum validity of 24 months, secure medical insurance, and obtain supporting documents (e.g., Ministry of Education letters, Personal Bond form).


  2. Education Department Approval: Submit required documents 3–6 months before the school term begins. Students should not enter Malaysia until approval is granted.


  3. Immigration Submission: After approval, the institution or appointed agent submits the final application to Immigration Malaysia (fees apply).


  4. Transfers & Visa Updates:


    1. Foreign students transferring universities require a release letter and supporting documents from the previous institution.

    2. Students can only transfer twice within the same level of education in three different universities/colleges.

    3. Transferring courses within the same university requires additional approval but does not require leaving Malaysia.


Special Conditions


  • Master's and Ph.D. students can bring dependents (spouse, children, parents), who will receive a Dependant Pass valid for 12 months.

  • Certain students do not need to apply for the Student Pass, and may be eligible for the Permission to Study Endorsement instead if they have parents on the MM2H visa or the Employment Pass 1, 2, or the Resident Pass-Talent.


Renewal & Fees


  • Student Pass renewal must be completed annually with updated supporting documents.

  • Student Pass fee: RM60 per year or part thereof.

  • Visa fee: Country-specific but does not exceed RM50 per visa issued.


Recommendation: Families should start the application process at least 3 months ahead to accommodate approval timelines. Ensure all documents are translated into English, properly endorsed, and keep original copies for submission.
